Quiz Retake after leaving the quiz

I am using Captivate 11.8.0.710 and have published the course to an LMS. I have set the Quiz attempts in the Quiz -> Pass/Fail settings to infinite attempts. The Retake button is turned on.

Do users have to retake the quiz in the same session using the retake button?

Currently, when a user fails the quiz and doesn’t choose Retake at that time, and ends the session with that module, when they come back to the quiz, they can no longer retake it. Instead, all they see is first question of the quiz in review mode with no navigation. Every time they return to the module, they are set to the next question in the quiz, but always still in  review mode with no nav. For example, if there are 10 questions in the quiz, they could leave and return to the quiz 10 times to see each question in review mode but they would never be able to retake it.
